The Minister of Public Service and Administrative Reform, MINFOPRA, Joseph LÉ has reiterated that the mentalities and attitudes of key officials in the chain of the country’s administration must positively change for the Personnel and Payroll Management Application Software, AIGLES to perform fully.
The Minister was speaking to reporters in Kribi, Ocean Division on July 9, 2026 shortly after opening the training session for Secretaries General (SG); Directors of General Affairs (DAG); Directors of Human Resources (DRH); and Financial Controllers (FC) of ministries.
The three-day training jointly organised by MINFOPRA and the Ministry of Finance, MINFI is placed under the theme: “Sensitisation of Public Administrations on the Processing of Career Management Files within the Personnel and Payroll Management Application, AIGLES.”
Joseph LÉ, who is also the Chairman of the Inter-Ministerial Steering Committee for the AIGLES Project, said the new application is at a very crucial stage. He said since January 1, 2025, AIGLES is serenely flying, producing spectacular results. He, however, observed that for AIGLES to perform effectively in discharging its role as contained in the 14 operational modules, it doesn’t depend solely on the system itself, but also on the mastery of the application by the users. He said a computer application is perfected regularly on a daily basis.
“And what will create a problem is the resistant to change because AIGLES has come and is either positively or negatively pushing aside some attitudes. We have some people who are resistant to change, and who don’t want to move with the paradigm shift.
“Many things are today automated thanks to AIGLES. We are moving away from the slow and heavy administrative apparatus towards a swift and paperless administration with just a click. Some mentalities and attitudes are finding it difficult to move with the trend. But they must change to enable AIGLES perform fully,” the Minister declared.
On behalf of MINFI and MINFOPRA, he expressed thanks to heads of other administrations for liberating their collaborators to attend the training. He described the SG, DAG, DRH and FC as key persons in the country’s administrative apparatus as they are the ones to ensure the implementation of what AIGLES previews.
Expressing the hope that things are likely to change positively in terms of speed for handling files in Cameroon’s public administration after the training, LE reiterated that change doesn’t only mean the mere change of machines but the integration of the culture of change in mentalities and attitudes.
The Minister and his colleague of MINFI expressed sincere gratitude to the South Governor, Felix Nguele Nguele and his collaborators for their habitual warm welcome each time they are in the region for one activity or the other.
It should be noted that the operational tasks shortlisted for handling by AIGLES include, amongst others: improving and modernising state human resource management; a bilingual IT tool; development of online services; digitalisation of the state employee’s file; time management using biometric time clocks; automatic management of payroll; and the electronic management of archives.
